Noblis NSP Welcomes David R. Shedd to Board of Directors

Noblis NSP Board enhances Intelligence Community expertise

Noblis NSP, Inc., a company dedicated to safeguarding our nation and delivering cost-effective solutions for our national security customers’ hardest problems, is pleased to announce that David R. Shedd has joined our Board of Directors.

“Mr. Shedd brings valuable intelligence expertise to Noblis NSP’s Board of Directors,” said LTG Ronald Lee Burgess Jr., Chairman, Noblis NSP Board of Directors and former Director of the Defense Intelligence Agency (DIA). “He’s served in the Intelligence Community for over 30 years on the ground and at the highest operational levels.”

In August 2014, Mr. Shedd was named DIA’s Acting Director after serving for four years as Deputy Director. There, he headed the Defense Intelligence Enterprise—drawing upon the expertise of more than 16,500 military and civilian employees worldwide—to create, sustain, and enhance mission capacity.

Previously, Mr. Shedd served as the Director of National Intelligence’s (DNI’s) Deputy Director for Policy, Plans, and Requirements, where he helped formulate and implement major Intelligence Community (IC) policies ranging from information sharing and IC authorities to analytic standards. He led the review of Executive Order 12333—the foundational U.S. intelligence policy; developed and implemented a National Intelligence Strategy; and led all strategic planning efforts to determine future intelligence priorities for the IC and the nation.

“David has devoted his entire professional life to the intelligence mission and our Nation’s security and has served with the highest distinction,” noted Dr. L. Roger Mason, Acting President of Noblis NSP, Inc. “When I think of the many contributions throughout his service, what stands out is in David’s eyes, it is always the intelligence community first—individual agencies, second. This speaks volumes on his ability to focus on mission in a very selfless way.”

From 2005 to 2007, Mr. Shedd served as Chief of Staff and then Acting Director of the Intelligence Staff to the DNI. Prior to the creation of the Office of the Director of National Intelligence, he held intelligence policy positions at the National Security Council (NSC), serving as the NSC’s Special Assistant to the President and Senior Director for Intelligence Programs and Reform. Mr. Shedd was directly involved in the implementation of intelligence reform stemming from the 9/11 Commission report in July 2004, the Intelligence Reform and Terrorism Prevention Act of 2004, and the Weapons of Mass Destruction (WMD) Commission’s report to the President in March 2005.

Early in his career, Mr. Shedd was posted to the U.S. Embassies in Costa Rica and Mexico and also held a variety of senior management assignments at the Central Intelligence Agency, including Chief of Congressional Liaison. He holds a Master’s degree from Georgetown University’s School of Foreign Service in Latin American Studies.
